Education and Experience
Mr. Reifman holds a Bachelor of Arts in Economics from New York University, where he also minored in Business Administration and Russian Language. He earned his Juris Doctor from Temple University Beasley School of Law, graduating magna cum laude. Prior to becoming a licensed California attorney, Mr. Reifman clerked for the City of Philadelphia District Attorney’s Office (Charging Division). Mr. Reifman was appointed by the Mayor of the City of West Sacramento to serve on the City’s Economic Development and Housing Commission from 2018 through 2020.
A staunch advocate for more affordable access to housing for all, Mr. Reifman has also represented developers and investors in the development and management of numerous multi-family residential projects financed by Low-Income Housing Tax Credits (LIHTC), tax-exempt bonds, and public & private financing sources. Mr. Reifman also has unique experience negotiating and drafting conservation easements throughout the state of California.
